Cost management systems should involve a set of robust processes required to ensure that a construction project is completed within the approved budget, on-time, and per specification, including cost estimating, cost control and cost projection. Due consideration of the interaction between cost and time in construction projects depends on the integration of planning, procurement, and project delivery and the used of dynamic cost data.
National average construction cost data and the use of locations factors, area cost factors, or construction cost indexes are static by nature and do not reflect local costs.
