Long Beach, Calif., has named Cynthia Guidry its airport director. A civil engineer and 14-year aviation executive, she most recently was deputy executive director of Los Angeles World Airports, which operates and manages LAX and Van Nuys airports. Set to start in late July, she takes over as the airport undertakes a terminal-improvement program, which it says is one of the facility’s largest projects in its 96-year history. 

APTIM, a Texas-based global provider of environmental and infrastructure EPC services and disaster response, has hired two executives specializing in federal work. Alan Weakley is now president of government services. He was, most recently, president and COO of defense logistics contractor Janus Global Operations and was a former URS Corp. vice president. Gerard “Gerry” Decker, named executive vice president and chief growth officer,was president of AECOM’s national security programs group.

Randy Powell has joined Embrey Partners, Ltd., a San Antonio builder-developer as executive vice president of construction. Previously, he was senior vice president at Yates Construction, managing public and private sector projects. In prior positions, he led Clark Pacific’s general contracting division and was president of Walsh Construction’s Northern California division.

Brian T. Pallasch, former managing director of government relations and infrastructure initiatives at the American Society of Civil Engineers, has joined the International Institute of Building Enclosure Consultants as CEO and executive vice president. The group advocates for roofing, waterproofing and exterior wall specification and design specialists.

William Marlowe will join on Sept. 9 the Water Environment Federation, the advocacy group for water quality professionals, as executive director. A licensed civil engineer, he is currently executive director of the American Association of Pharmaceutical Scientists and also held that role at the Construction Specifications Institute. WEF has 35,000 members.

Lisa Kay has joined engineer-consultant NV5 Global Inc. in an undisclosed executive role after the firm’s acquisition, announced June 16, of Alta Environmental L.P., an air- and water-quality consultant, of which she was president. Forty staffers also join NV5.

Lach

Tapped by George Washington University, Washington, D.C., as dean of its School of Engineering and Applied Science as of Aug. 15 is John Lach, an electrical and computer engineering professor and former department chair at the University of Virginia.

He also helped create what the school says is its “unique-in-the-nation” Link Lab for cyber-physical system testing.

William “Ike” White now is managing the U.S. Energy Dept.’s Office of Environmental Management, joining the agency arm that runs its $7-billion-a-year nuclear waste cleanup program at 16 sites, according to Exchange Monitor, an industry sector publication. Named as senior adviser, he replaces Anne Marie White (no relation), who resigned in May as assistant energy secretary for environmental management after 15 months, reportedly over policy disagreements with top DOE officials, says the publication.

Ike White could be named acting assistant secretary. He had been associate principal deputy administrator of the semi-autonomous National Nuclear Security Administration.
