The Connecticut Dept. of Transportation is planning a resurfacing and median replacement project on CT 2 in Hartford. Plans are nearly complete and bidding for the up to $60-million design-bid-build project is anticipated to be Oct. 7. Construction will follow. Empire West Main LLC is expected to start construction on the West Main Street Apartments Mixed-Use Building in Stamford on Dec. 1. The up to $25-million design-bid-build project has received demolition permits. The 110-unit project would include one five-story above grade building totaling 105,000 total sq ft. The project also includes 23,000 sq ft of ground floor retail/restaurant space and 110 parking spaces. AWA Design Group is the architect. Massachusetts

Dec. 1 is the target bid date for Massachusetts Bay Transportation Authority’s Worcester Union Station Improvements. Design is underway for the $44-million design-bid-build project, which includes platform, track and accessibility improvements. RD Management is planning the Residences at Billerica/Pool/Garage at 480 Boston Road in Billerica. The $60-million project includes one four-story building above grade with one story below grade. The nearly 300,000-sq-ft wood-framed building includes nearly 250,000 sq ft of residential space, a more than 50,000-sq-ft garage with 135 spaces, a courtyard, club room, fitness center and fenced-in dog park. New Hampshire

Optimus Senior Living LLC is planning a 116-unit senior living facility at 15 Pinewood Road in Allenstown. The owner is seeking state approvals for the up to $25-million project that would include one building three stories above grade totaling nearly 116,000 sq ft. New York

Transmission Developers Inc. is planning the $2.2-billion Champlain Hudson Power Express Transmission Line from the Canadian border to Queens. The 336-mile line would have underground and underwater segments, including beneath Lake Champlain and the Hudson, Harlem and East rivers. The system would include one 1,000-MW direct current line. New Jersey

The Port Authority of New York & New Jersey is reviewing RFQs for the $1.6-billion AirTrain People Mover System at Newark Liberty Airport.
