Wyoming Capitol Square is a 100-plus-year project that restored the Capitol, a National Historic Landmark, and renovated and expanded the adjacent Herschler Building, which houses state agencies. The project included a below-grade relocation and replacement of the central utility plant. Crews phased work on the Herschler Building, allowing half of it to remain occupied while the other half was demolished and renovated, including replacement of the utility plant. As one of the state’s largest-ever construction projects, the team sought local trade partners who had proven expertise with historic restoration.

The team took a proactive approach to safety, working closely with Wyoming OSHA to implement a project-wide safety culture. While some trade partners initially wondered why a contractor would embrace working with WYOSHA and invite their inspectors to the jobsite, those visits, combined with trade partners’ attendance at WYOSHA meetings, helped establish a collaborative and proactive safety plan. Crews completed more than 2 million work hours while government operations continued uninterrupted. The project maintained an OSHA recordable rate of 1.57 and a lost-time accident rate of just 0.10.
