The reduction in federal construction dollars and refocus on reinvestment in existing building stock, as well as the need for numerous “small” sustainability and renovation projects make it even more important to establish a right-sized, efficient methodology for execution of these types of projects.

Lisa Cooley, RSMeans Company LLC,  presented at the DBIA Federal conference last month.   Her presentation was “Design-Build Downsized” and focused on reiterative processes and procurement tools used in the federal space to right-size a Design-Build approach for smaller projects (I would define smaller as anything under about $2million).  Federal agencies have done a fantastic job of utilizing IDIQ, Job Order Contracting / JOC, and Design-Build contracts to increase efficiencies in their construction programs.  Job Order Contracting has been used to leverage Design-Build for smaller projects throughout the DOD and is now rapidly expanding in the non-DOD public sector, and even playing a role in private sectors such as Healthcare.

That said, many public sector owners lack guidance on a JOC and IDIQ and other integrated project delivery – IPD process for smaller projects.   Fo r example MILCON projects follow a clear design development process and milestones, which are not usually very flexible.  Without similar guidance on jOC, IDIQ, IPD, Design-Build process for smaller projects, many federal agencies end up following that same prescriptive process which is overkill and even inappropriate for smaller projects.  The reduction in federal construction dollars and refocus on reinvestment in existing building stock, as well as the need for numerous “small” sustainability and renovation projects make it even more important to establish a right-sized, efficient methodology for execution of these types of projects.

RSMeans data can be leveraged to allow for quick, competitive pricing of JOC,, IPD, Design-Build projects in an IDIQ (Indefinite Delivery, Indefinite Quantity) environment – IDIQ.  RSMeans supports JOC and SABER contracts which can be leveraged for streamlined Design-Build delivery of projects, but I think it is underutilized as a pricing resource for Design-Build IDIQ contracts.
