Alteration” means remodeling, improving, extending, or making other changes to a facility, exclusive of maintenance repairs that are preventive in nature. State” means the fifty States, political subdivisions thereof, the District of Columbia, the Commonwealths of Puerto Rico and Guam, and the territories and possessions of the United States.
