Best Value Procurement and Construction – Job Order Contracting

Defining best value procurement and construction is a critical step toward improving overall productivity with respect to facility renovation, repair, maintenance, sustainability, and new builds.

Best value selection and collaborative construction delivery methods are integrally linked and have consistently demonstrated to yield a higher percentage of construction projects completed on-time and on-budget.

One of the most notable best value models is that defined by the Performance Based Research Group (PBRG), and an associated construction delivery method  Job Order Contracting.

Best value concepts are basic in nature;

  1. Hire smart people, and allow them to demonstrate their expertise.
  2. Pre-plan projects from start to finish, while identifying potential risks and their solutions.
  3. Measure performance as well as any deviation from the plan.

Best value business models deliver greater satisfaction,  lower total construction project cost and can be applied to virtually any size construction project, owner, or contractor.

Owners need methods to evaluate contractors that offer best value for work to be accomplished. These methods need to compare and rank/score dollar value, risk, performance, and quality among other factors.  Past performance is one factor, especially with respect to collaborative construction delivery methods.

Implemented correctly, best value contractor selection and JOC collaborative construction delivery enable significant productivity gains.  Case studies demonstrate more construction projects completed for dollars spent as well as significant reduction in required internal owner management.  Work supported by PBRG alone spans more than 440 construction projects.

Best value selection, however, requires certain capabilities.  Multiple best management practice processes need to be documented and followed: Owners need to determine how to consistently select best value contractors and evaluate associated proposals.  Who should be responsible for the selection process?  Who manages the numerous ongoing construction projects?  What documentation and reporting is required?

Fortunately, all of these processes are formalized within the Job Order Contracting construction delivery method and are supported by associated technology.   JOC has been successfully deployed across multiple public sectors (Federal, State, County, and Local Government, Healthcare, Transportation, and Education) and is now making its way into the private sector.

If you are an Owner needing to better manage your numerous facility or infrastructure repair, renovation, maintenance, sustainability, or minor new construction projects, or a Contractor capable of collaboratively and transparency supporting clients, Job Order Contracting may be for you.
