Despite multiple scope changes and weather delays, the Hensel Phelps team successfully delivered a $93.5-million renovation and expansion in an active airport that processes nearly 50 million passengers annually. The project’s scope included renovating and expanding the Federal Inspection Station/Customs and Border Protection space; expanding TSA Recheck; expanding and improving multiple gates; and replacing HVAC air handling units and fire alarm systems. During the project about $23 million in mandated changes were added to the original base bid. Although the changes resulted in 35% more work, the team only added 11% more time to the original substantial completion date. In the Customs Hall, the phasing plan was changed from four phases to 22 mini-phases, which allowed more flexibility to shut off old utilities and tie in new ones overnight. Technology upgrades included nearly 400 security cameras, 180 access control doors and a new Customs and Border Protection command center. During the course of construction, approximately 22 million passengers and airport personnel walked through the jobsite.
