Saulsbury Industries, Odessa, Texas, recently promoted Chat York to president and CEO. He also joins Saulsbury’s board of directors. York previously served as Saulsbury’s chief financial officer, a position he held since joining the company in 2015. He has more than 30 years of experience in the energy sector spanning multiple disciplines.

Michael Bridgman has been promoted to chief financial officer. Bridgman was previously senior director of financial planning and analysis, and treasurer.

Ryan Gootee General Contractors LLC, Metairie, La., hired Brian Roberts as the company’s chief financial officer. Roberts joins the RGGC team with over 25 years of experience in corporate finance, including 10 of those years as CFO at a commercial construction company in Texas.

Dan Gilbane has been appointed to senior vice president, director of strategic initiatives, at Gilbane Building Co., Houston. In this new role, Gilbane will have responsibility for several growing entities including GRS, a disaster reconstruction services firm; G.O. Construction Services LLC; Gilbane’s national clients team; and the firm’s centers of excellence. In addition to these client-driven focus areas, he will have direct involvement with Gilbane’s acquisition strategy. Dan is a fifth-generation Gilbane family member and joined the company in 2005.

Scott Orr was promoted to senior vice president, Texas business unit leader, succeeding Dan Gilbane. With more than 25 years of experience, Orr will be responsible for operational, sales and administrative functions across Texas. Orr joined Gilbane in 2011 in Cleveland and has served in several key operations and management positions, most recently as the Cleveland business unit leader.

Randy Powell has joined Embrey Partners Ltd., San Antonio, as executive vice president of construction and leader of its field operations, preconstruction and estimating functions. Powell is a 25-year industry veteran who began his career in the field as a laborer and carpenter. He previously served as senior vice president at Yates Construction.

Skanska USA announced Chris Hillyer has been promoted to senior vice president of preconstruction in the central region, based in the firm’s San Antonio office. Hillyer has more than 20 years of industry experience and joined the company in 1996. He most recently served as vice president of preconstruction.

Amie Kromis was promoted to Skanska’s first national director of vendor diversity, based in the firm’s Dallas office. This new position will enhance consistency in the company’s practices and procedures across the U.S., with the goal of strengthening Skanska’s disadvantaged business enterprise compliance program. Kromis previously served as regional diversity and outreach manager in Skanska’s Texas region.

Carlos Alvarez has been promoted to environmental, health and safety director overseeing the Texas market, based in Skanska’s Houston office. Alvarez joined the company in 2011 and most recently served as senior manager in the division.

Cory Delz has been promoted to executive vice president of construction at Embree Construction Group Inc., Georgetown, Texas. Delz has been with the company for more than 14 years, starting as a college intern and serving in a variety of positions, including the last two years as senior vice president of construction.

Structure Tone Southwest announced that Eric Hage has been promoted to regional vice president of the Dallas office. He previously led the firm’s business development efforts in North Texas.

David M.Y. Millikan has joined WGI’s transportation division as vice president, Texas transportation regional manager, in the firm’s Austin office. Millikan has more than 40 years of experience in engineering business management, project management, transportation, water resources, infrastructure facilities design and public agency involvement.

McCarthy Building Cos. recently hired Kamecia Mason as diversity director of its Southern region, based in Dallas. In this new role, Mason will develop policy, create programming and work with leadership to set the strategic direction for the region’s diversity initiative. Before joining McCarthy, Mason worked with both public- and private-sector organizations, including Parkland Hospital District and DFW International Airport.

Colleen Martindale has been promoted to estimating director, heavy civil, Southern region. In this role, Martindale will lead the civil estimating department in Dallas.

Chris Kelly was promoted to project director of McCarthy’s Channelview office. In this role, Kelly will serve as primary point of contact for his projects.

Jayme McBee has joined TDI-Brooks, College Station, Texas, to lead the firm’s surface geochemical seep-hunting service line as geochemical services director. McBee previously served as senior geoscientist at Fugro USA Marine, responsible for overseeing the reporting and data management for its exploration group.

Ken Saindon has joined Neel-Schaffer, Jackson, Miss., in the new position of senior bridge discipline practice leader. Saindon has nearly 25 years of consulting engineering experience and has worked on dozens of large projects across the country, from a $2-billion rail transit project at the Honolulu Airport to an 8.7- mile, $1-billion light rail project in New York City that serves Kennedy Airport.

Mary Miller has been hired as a regional leader in the oil and gas sector for Stantec’s environmental services group. Miller joins Stantec’s Houston office and will help lead the expansion of the firm’s oil and gas business in the Gulf Coast region. She most recently served as a vice president of oil and gas services for a multinational engineering firm.

In the firm’s Dallas office, Joe Pobiner and Rebecca Pittman have joined the landscape architecture and urban planning group. Pobiner will serve as senior associate, and Pittman will serve as associate, project manager. Pobiner has spent his four-decade career planning and designing sustainable and resilient places across the U.S. and abroad. For more than 12 years, Pittman has specialized in park and recreational design, and she has expertise in planning, designing and managing large-scale landscape architecture projects.

Xi Zhao has joined Freese and Nichols in Houston as a water/wastewater treatment engineer specializing in drinking water and desalination. She has more than 10 years of experience, including working on water treatment projects for municipal and industrial clients in the U.S. and internationally.

Robert “Wick” Warden has joined Freese and Nichols in Tulsa to lead the firm’s water/wastewater treatment services in Oklahoma. He has more than 15 years of experience as a designer and process engineer and is licensed as a PE in six states.

Marco Ramirez has joined Garver’s Texas water team as the firm’s West Texas water infrastructure team leader, based in Garver’s new El Paso, Texas office. He brings more than a decade of experience managing capital programs for sustainable water solutions.
 

Sundt Construction Inc., San Antonio, has promoted Chad Yount to area manager for the transportation group with a focus on San Antonio and South Texas. Yount began his career with Sundt in 2008 after graduating from the University of Arizona with a bachelor’s degree in engineering management with a focus in civil engineering. During his time with Sundt, he has served in various roles including senior estimator, project engineer, project manager and senior project manager.

Eva Sankey and Josh Hill have joined Waltz Construction, San Antonio. Sankey is director of operations, Texas, and has more than 20 years of strategic and operational experience with Texas charter schools, nonprofits and for-profit organizations. Hill is senior project manager and has 20 years of  construction management experience.

PBK, Houston, promoted two individuals to principal at PBK Sports. Trace Cryer, who has been working in athletic field and site development design at PBK for nearly six years, and Michael Hessert, who has been providing architectural planning, design development and construction management services for collegiate and professional sports clients since 1997.

Ron Garrett recently joined Kitchell’s Houston office as regional executive. Garrett has more than three decades of experience in Houston’s building market. Prior to joining Kitchell, Garrett served in executive positions at AECOM Hunt and Austin Commercial.

Tindall Corp.’s Texas division in San Antonio welcomed Mike Pardy as its newest sales engineer, supporting the department’s expanding customer needs and booming industry demand. Pardy comes to Tindall with more than 35 years of experience in the manufacturing and construction industries.

Mike Allen has joined McKim & Creed’s Dallas-Fort Worth office as a regional subsurface utility engineering manager. Allen has nearly 20 years of experience organizing, implementing and overseeing subsurface utility engineering and utility coordination projects.

Chamberlin Roofing & Waterproofing recently made several new hires and promotions. Pat Dalton McIntyre joined the Houston office as project estimator in the waterproofing and caulking department. Matthew Greanead joined Chamberlin as a project coordinator, while David Mequet was hired as a project estimator in the firm’s roofing and sheet metal department, Dallas. In Austin, Mary Regalado was hired as a project administrative assistant.

Kraig Murray was promoted to senior project manager at Chamberlin’s Oklahoma office, and Tim Rosenberg was promoted to estimating manager for Chamberlin’s Austin and San Antonio roofing and sheet metal and waterproofing and caulking departments. Adam Matthys was promoted to vice president/general manager of the Austin and San Antonio offices, and Lyle Coston was promoted to vice president/general manager of the Houston office. Barry Heinley was promoted to senior project estimator in the Dallas office.

Luis Licón has joined Sundt Construction Inc.’s El Paso office as a project manager on the Housing Authority of the City of El Paso Sherman Ridge project. Licón’s market experience includes higher education, military and civil.
