As the city of Logan's largest-ever capital improvement project, this effort replaced an existing 460-acre open-air wastewater lagoon complex with an 18-million-gallon-per-day regional wastewater treatment facility.

The facility is situated in a prominent location within the city and on a greenfield site, with process buildings and structures carefully placed to create organized and coordinated spaces for visitors and staff. It’s currently the largest magnetite dosing municipal treatment plant in the U.S.

Although it started as a traditional design-bid-build project, to meet the EPA’s stringent timeline requirements, the city shifted to a construction manager/general contractor delivery to expedite the schedule when the design was nearing 90%. Initial cost estimates put the project over budget by nearly $64 million. An exhaustive value engineering and preconstruction effort, which the contractor took on at-risk, brought costs down within budget without significantly impacting design. The project came in $1.3 million under budget and 45 days ahead of schedule in December 2022.
