The first major infrastructure project to be built in Libya in nearly nine years, this 671-MW power plant in Tripoli faced very strict security requirements, international political restrictions and COVID-19 protocols.

The construction team worked double shifts to fast-track the project, in an effort to quickly resolve a lack of sufficient electricity within the city—an issue that caused regular blackouts lasting 9-10 hours per day affecting more than 1 million residents. The plant is designed to be a stable and reliable power source, even in times of high demand. Levels of redundancy were built into its systems to ensure that no one component could cause power failure.

Due to the existing power issues, project general contractor and lead design firm ENKA provided its own generators during construction to complete workwithout delay.

To ensure team safety, extensive training was provided. The project recorded 2.7 million person hours worked without a lost time incident. Breaking ground in May 2021, the project was finished ahead of schedule and below budget in January. Power generation first began in July 2022, gradually increasing in the following months. With plant completion, Tripoli has had no blackouts in 2023 for the first time in six years.
