Jacqueline Hinman

Jacqueline “Jacque” Hinman has joined Atlas Technical Consultants, an Austin infrastructure and environmental consultant, as CEO. She succeeds firm founder L. Joe Boyer, who retired. Hinman was chairman and CEO of industry consultant CH2M prior to its acquisition in 2017 by Jacobs and also served as president of several of its divisions. She is a current board member of Dow and International Paper.

Thomas Taylor

Thomas Taylor has joined DeSimone Consulting Engineering as principal and director of its Dallas-based structural engineering practice. Known as a longtime engineering innovator, he previously led Datum Engineers and served as project manager and principal-in-charge for more than 50 structures in downtown Dallas, the firm said. Taylor, with his wife, also helped fund the Thomas Taylor Design Studio at the University of Texas, Austin, a state-of-the-art space for teaching the integration of architecture and engineering systems, according to his LinkedIn page.

Jay Kingham was promoted to president of Houston design-build firm KDW, a role formerly held by Keith Dalton, who remains CEO. Rolf Scheffler was named to the new role of chief operating officer.

Chad GartnerTanya Lindquist

Chad Gartner has been elevated to regional senior vice president of TranSystems, based in Fort Worth, where he oversees sales and operations for 14 offices in five states. He was managing director of Texas operations. The firm also promoted Tanya Lindquist to vice president and civil team leader. She wasassistant vice president and highway team leader, with clients including Texas DOT and the city of Houston.

Hill & Wilkinson, a Richardson, Texas-based contractor, announced executive changes. CEO Paul Driscoll now is board chairman, succeeded in his prior role by chief operating officer Mike Oswald. Matt Shem has been promoted to president; Matt Sisco to chief operating officer; and Peyton Boddie to chief business officer.

Gensler has elevated three employees in Dallas to principal: Alejandro Guerrero, Joshua Metzger and Justin Bashaw.

Rich Elwood has joined Manhattan Construction as project director, based in Houston. Most recently, he was director of the construction programs divisions for the Harris County Engineering Dept.

Enprotec/Hibbs & Todd Inc., a civil, environmental and geotechnical engineer in Abilene, Texas, has elevated Scott F. Hibbs, a 40-year water resources consultant, from president to CEO. Jordan S. Hibbs has been promoted to president from vice president.

Sundt Construction has hired Tom LeBeau as a project executive focused on transit and rail. Based in Austin, he had been senior vice president, transit and rail at WSP USA.

Brent Bolerjack

Brent Bolerjack was promoted to managing director of the Walter P Moore civil engineering teams in Oklahoma City and Tulsa. According to the firm, he has managed and designed more than 40 bridge replacement and rehabilitation projects.

Alfred Vitela III has joined engineering and program management firm Lockwood, Andrews & Newnam Inc. (LAN) as program manager in San Antonio. He was a senior mechanical engineer at UT Health and had been a project manager and mechanical engineer for the city’s Northside Independent School District.
