Arkansas Technical University is planning to construct a student union and recreational center on its campus in Russellville. It will include offices, student meeting rooms, a food court, bookstore, mailroom, basketball and racquetball courts, weight and cardio rooms, and a track. NORTH CAROLINA

NRP Ventures, LLC is planning to develop Woodleaf, a 491-acre residential development in Smithfield. The project will include 490 single-family homes, 691 townhomes, a three-story, 564-unit apartment building and a four-story, 260-unit apartment building. The project will be carried out in four phases, and is valued at $180 million. Construction is expected to start in October 2023 and be completed by July 2028. PENNSYLVANIA

The U.S. Army Corps of Engineers is planning to construct a new lock chamber at the Montgomery Locks and Dam on the Ohio River at Monaca. The new chamber will be 110 ft x 600 ft, and will replace the existing auxiliary chamber. Construction will be a combination of in-the-wet and in-the-dry techniques and will require the placement of tremie concrete, drilled shafts, mass concrete, miter gates, heavy machinery and multiple buildings. Construction is expected to start in July 2024 and be completed by July 2032. The project is valued at $500 million. UTAH

The Utah Division of Facilities Construction and Management is planning to expand the Bear Lake Marina in Garden City. The work involves doubling the current marina in size, with up to 12 entry lanes. It will also be deeper than the current marina to help in low-water years. The new marina will mirror the existing one and be south of it. The project is valued at $45 million. WYOMING

The Wyoming Water Development Commission is planning to construct the Alkali Creek Reservoir in Hyattville. The proposed reservoir is an off-channel site, filled with spring runoff from Paint Rock and Medicine Lodge Creeks through the enlargement and modification of an existing irrigation ditch. The reservoir will have a total capacity of approximately 8,000 acre-ft, of which 6,000 acre-ft will serve as a supplemental irrigation supply for the Nowood River Watershed Improvement District, leaving a 2,000 acre-ft minimum pool for habitat, fishing and recreational use. The Federal Bureau of Prisons is currently evaluating submitted bids from design-build teams seeking to carry out an expansion of the Leavenworth Federal Correctional Institute. The project entails constructing multiple buildings totaling 560,000 sq ft, which will be designed to house and support 1,152 inmates. Construction is expected to start by October 2022. 9/12 The University of California San Diego is requesting proposals from design-build teams seeking to develop the Ridge Walk North Living and Learning Neighborhood, on a 10-acre section of its campus bound to the west by Ridge Walk, to the east by Hopkins Lane, the north by Voigt Drive, and extending to Solis Hall to the south. The development will provide 2,000 new student beds, as well as faculty offices, classrooms and meeting rooms, creating areas for collaboration, research and experimentation between students and faculty across various disciplines. NEW JERSEY

9/23 The U.S. Army Corps of Engineers is seeking bidders to carry out two segments of the Green Brook Flood Risk Management Reduction Project in Middlesex. Segment C2, along Bound Brook, includes two pump stations, 1,700 ft of earthen levee, a 100-ft-long floodwall and one road closure gate. Segment H, also along Bound Brook, consists of 3,600 ft of earthen levee tying into a railroad embankment, a 576-ft-long floodwall and one road closure gate. Construction is set to start in November 2022. The project is valued at between $25 million and $100 million.
