Eleven different Pennsylvania-based construction companies already have been subcontracted to do much of the work, and many more opportunities will be made available as the project goes forward. Effective for facilities placed into service between January 1, 2011 and December 31, 2015. If applying for a transferable credit certificate, no more than half the credit may be applied in a single calendar year. The credit is capped at the lesser of $15 million or 25% of costs to establish the facility.

Companies must be less than 5-years old; have an annual payroll between $100,000 and $1 million; show proof of an equity investment of at least $250,000; pay at least 150 percent of the lesser of the state or county average hourly wage where the business is located; and meet requisite payroll thresholds. Employees must be Arkansas taxpayers.
