Metro: Capital investment of at least $5 million and at least 25 new jobs. million, not to exceed $5,000 per employee trained in metro areas and $8,000 per employee trained in rural areas. That is, for property with a fair market value of $1 million, the assessed value would be $200,000.

Eligibility qualifications are different for rural and metro areas. Loan proceeds are to be used for working capital, inventory, equipment purchase, and real property improvements but cannot be used for refinancing of existing debt or outstanding debt payments. The program ends December 2016. Employees must be Arkansas taxpayers.
