To qualify for either the credit or the exemption, a business must meet detailed requirements concerning site location and employee qualifications.

In addition to rail access at the Port, service is available throughout the County, with direct access at several sites and industrial parks. Oswego County has Greenfield sites available that are ready to build on. Within the industrial parks, all sites have utilities and other necessary infrastructure in place.
