Under a public-private partnership (P3) agreement with Ports America Chesapeake, a 50-foot deep container berth was constructed in 2012. The cranes were also part of the agreement. Under the agreement, Ports America Chesapeake has daily operational control of Seagirt, but the state continues to own the facility.

This program is funded in part through a Cooperative Agreement with the U.S. These areas are defined as counties outside of the Philadelphia MSA and those with populations below 1 million. Grants for planning and feasibility studies up to 50% of the total cost of the planning project or $175,000, whichever is less.
