Inventory is exempt from property tax. Metro: Capital investment of at least $5 million and at least 25 new jobs. In 2001 the MRZ designation was renewed for the former Williams Air Force Base, now known as Williams Gateway Airport. Naval Air Facility in Goodyear, now known as Phoenix/Goodyear Airport, was designated as an MRZ.

Eligibility qualifications are different for rural and metro areas. Loan proceeds are to be used for working capital, inventory, equipment purchase, and real property improvements but cannot be used for refinancing of existing debt or outstanding debt payments. The program ends December 2016.
