In addition to the qualifying expenses, at least 25% of the workforce on every project must be Colorado residents in order for the project to meet state incentive guidelines. An applicant must compensate its employees at least 150 percent of the state’s hourly minimum wage and agree to maintain operations for at least 10 years.
