The result: two weeks ago, Solyndra announced bankruptcy. As I started thinking about the broader implications of the Solyndra collapse, I could not help but draw parallels to a similar federally-funded green project that has not panned out as expected: Destiny USA. And taxpayers are now responsible for repaying a half billion dollars.

The incentive is available for non-retail businesses engaged in commerce for profit that fall into certain categories. Higher credits (3 to 8 percent, depending on tier status) are available for investments in recycling or pollution control equipment and for defense plant manufacturing conversion to a new product.
