ALABAMA INFRASTRUCTURE GRANT PROGRAM: Funds are available for extension of water, sewer and road facilities. Lenders negotiate their own fees and the USDA charges 2 percent of the guaranteed amount as a one-time fee. Additionally, electricity consumed in the manufacturing of automobiles is exempt from utility taxes.
