Maryland first adopted a Renewable Energy Portfolio Standard in 2004 and has subsequently increased it. That rate does not include that at the time of the veto, pending before the Maryland Public Service Commission was a Baltimore Gas and Electric Co. and the very highest among all south Atlantic states.
