Maryland’s Renewable Portfolio Standard was enacted in 2004 to facilitate a transition to renewable sources of energy. Senate Bill 546 also requires that for any person to begin construction on any part of a new concentrated animal feeding operation, the person must hold a discharge permit issued by MDE prior to construction.
