Union Pacific operates major yards in Little Rock and Pine Bluff, along with a locomotive repair facility in North Little Rock. Vetter has signed an economic development agreement with the state. The vacancy rate for Chicago-area industrial space fell to six percent this year, with demand remaining strong.

Inventory is exempt from property tax. A business that applies for the exemption must enter into an agreement with the Governor of Alabama. If applying for a transferable credit certificate, no more than half the credit may be applied in a single calendar year. Bond proceeds cannot be used for working capital or inventory.

Loan proceeds are to be used for working capital, inventory, equipment purchase, and real property improvements but cannot be used for refinancing of existing debt or outstanding debt payments. The business must sign a job-creation agreement under the Advantage Arkansas program within 24 months of signing the Tax Back agreement.
