The city of Tucson, Ariz., takes a firm position when it comes to violations of its building code or the Americans with Disabilities Act unless the violator is the city of Tucson. Besides being unpaved, which is required of all other commercial parking lots, it lacks handicapped spots, and it doesn’t mark individual parking boundaries.

In point of fact, laws like the City of Tucson Ordinance 10597 of 2008 that require a minimum of 50% of water used for landscaping on new commercial properties be from collected rainwater on the site, may be the way of the future. Tucson may have gone too far in mandating rain collection for landscaping.

I was teaching geology in Tucson at the time and living in a house that functioned miserably in the Tucson climate. Around this time, a few of us- including Bill Steen, Pliny Fisk, and David Bainbridge- we ran into a guy who lived just north of Tucson who was interested in building with straw bale.
