Just an hour North of New York City begins a great expanse of farmland that extends hundreds of miles to the Pennsylvania border. Using the IDA and Empire Zone program, $3.3 million of infrastructure (roads, water, sewer, lighting and a railroad siding) was constructed at no cost to local taxpayers.
