Bill 3-14 would require newly constructed buildings of 10,000 square feet or more or extensively modified buildings to achieve a Silver certification in the appropriate LEED rating system. Current laws require those buildings to achieve a LEED Certified certification. The County Council in all Democrat and very Blue.

The State of Maryland which approved the IgCC for use on Maryland capital budget funded projects (that includes Montgomery County public schools) reduced that percentage to 30% and Baltimore City addressed the flaw by permitting the use of “porous asphalt pavement” in addition to pervious concrete.
