Guggenheim is in the process of putting together an Arctic Infrastructure Inventory that it says will give priority to infrastructure needs that are “socially and environmentally sound for investment and opportunity.” The protocol was immediately endorsed by Guggenheim Partners, which helped to draft it.

Inventory is exempt from property tax. Bond proceeds cannot be used for working capital or inventory. Program regulations are currently being drafted to include the expanded definition for “Advanced Manufacturers.” That is, for property with a fair market value of $1 million, the assessed value would be $200,000.
