By statute all solar panels are pervious in Maryland. Of course that doesn’t mean that rain actually passes through the solar panels or that in Maryland the panels are constructed to be any more permeable than elsewhere. Unfortunately, the law to date has had little, if any, effect in Maryland.

The Maryland General Assembly, the state’s legislative body meets in regular session for 90 days each year beginning the second Wednesday in January to act on more than 2,500 pieces of legislation. Maryland has been described as having more pages of environmental statutes and regulations on a per capita basis than any other state.

Until that not yet determined date, projects may utilize the new Green Code, but significantly, the Code official will accept new registration for the Baltimore City Green Building Standard which projects when registered by that date will be permitted to proceed under that Standard. This delay in effective date is a big deal.
