Some sophisticated Cloud Document Management systems claim to have solved the issue by focusing on the even bigger issue with PDFs that is managing the quantities they tend to be coming in. Could the problem be in lack of interest from Adobe to step up its offering for the AEC or are there some other reasons behind the scenes?

Archicad and Tekla are old enough to know this. My everyday work IFC is working well but I'm using ArchiCAD and engineer is using Tekla Structure. The IFC translation user interface in Revit is poorly documented and poorly presented. With some care, I was able to export useable IFC files from ArchiCAD.

Almost, I state – as the non-graphical data management is still somewhat outside its claws, i.e. project, people and time document management. It started off with CAD, then, when BIM was getting strong enough to stay – it extended over almost anything to do with Construction Information Management.
