Viewpoint software seamlessly integrates with BIM for increased collaboration. Level 0 : Level 0 entails basically no collaboration, and only 2D CAD drafting is used. In this phase, the production and sharing of the information are taking place with the help of paper and non-interoperable electronic documents. CAD drawings are used during Level 0, but there is no sharing of the generated information models. Softwares like Aconex or Viewpoint can be used as the CDE.

This is something that is possible in good'ol CAD and I've used that to document photos of existing sites before. This is perfect for working on existing buildings where you need to note photographs of existing conditions either for demo or repair and include them in the bidding documents.
