If I understand their logic, it means that using Positioning: Auto-By Shared Coordinates when we link a file triggers a response in Revit that it needs to create a UCS (User Coordinate System) to permit AutoCAD users to align these files if they are combined (apart from Revit) in AutoCAD at some point.

Quite often we need to organize our plots for different submittal package sets (Schematic Design Presentation, Land Use Permit, Plan Check, Construction Admin, etc). We decided that we also wanted to be able to sort the sheets in our project browser (and our drawing lists) by Submittal Package. and check the category Drawing Sheets.

The superficial response is, "Nope the dimension styles in Revit don't have a "show alternate units" option like other CAD software." How about providing dimensions that show the units that really matter to the poor sap trying to build the project and leave the rest of the clutter off the drawing? Programmers confirm/deny?

Obviously there is some reluctance to review drawings on screen, on the computer. I've encountered drawings coming off the plotter only to see some obvious typo or other problem that we clearly missed on screen for days, weeks or even months. You might also consider Bluebeam PDF Revu CAD as a more robust plot/markup/review tool.
