New and existing buildings meeting higher levels of LEED certification receive increasingly higher levels of the property tax credit for five and three years, respectively. Under current law, the green building tax credit is tied to the LEED or its equivalent. The County caps the overall tax expenditure for this credit at $5 million annually.

Before being pulled, the proposed LEED 2012 rating system went through a lengthy, unexpected vetting process, culminating in a fourth draft. The USGBC long ago selected FSC wood as the anointed certification for wood products. On the other side is the non-FSC timber industry -- those wood providers that can't attain FSC certification.

Newly updated and added sections include the use of carbon offsets, environmental certifications and seals, and renewable energy and renewable materials claims. The LSLBC will deliver the certificate of registration to the applicant who has been approved. These certificates are non-transferable. This does not mean that the homeowner does not need to abide by local permitting rules and regulations. Of course there are fees associated with this filing but that is very expected.

In some respects, this seems like a good idea, but not everyone is happy and now the new institution will encounter its first really major test — the possible certification of general carpentry as a “compulsory trade” (requiring specific qualifications and tests, much like in most jurisdictions for plumbers and electricians.)
