From Reference other View you can choose either drafting views (good for site/existing condition photos) or any view saved as a "rendering" (image) in the project. Of course, because its an elevation tag, it will carry the sheet/detail number references when you place your drafting or rendering view onto a sheet. Great idea!

The only solution is to place images in a drafting view (or legend view) first. Rescaling the image can also be easier from a drafting view once scale is established. Marathon Drafting. Revit Zone. then place the view on your sheet. Just change the scale of the view. Rescaling the image by eye on a sheet is less accurate.
